Rawls famously argues that the parties in the original position would agree upon the two principles of justice. Among other things, these principles guarantee equal political liberty—that is, democracy—as a requirement of justice. We argue on the contrary that the parties have reason to reject this requirement. As we show, by Rawls’ own lights, the parties would be greatly concerned to mitigate existential risk. But it is doubtful whether democracy always minimizes such risk. Indeed, no one currently knows which political (...) systems would. Consequently, the parties—and we ourselves—have reason to reject democracy as a requirement of justice in favor of political experimentalism, a general approach to political justice which rules in at least some non-democratic political systems which might minimize existential risk. During the months before and after he saw Julius Caesar assassinated on the Ides of March, 44 BC, Cicero wrote two philosophical dialogues about religion and theology: On the Nature of the Gods and On Divination. This book brings to life his portraits of Stoic and Epicurean theology, as well as the scepticism of the new Academy, his own school. We meet the Epicurean gods who live a life of pleasure and care nothing for us, the determinism and beauty of (...) the Stoic universe, itself our benevolent creator, and the reply to both that traditional religion is better served by a lack of dogma. Cicero hoped that these reflections would renew the traditional religion at Rome, with its prayers and sacrifices, temples and statues, myths and poets, and all forms of divination. This volume is the first to fully investigate Cicero's dialogues as the work of a careful philosophical author. (shrink)

SARS, like HIV, placed healthcare workers at risk and raised issues about the duty to treat. But philosophical accounts of the duty to treat that were developed in the context of HIV did not adequately address some of the ethical issues raised by SARS. Since the next epidemic may be more like SARS than HIV, it is important to illuminate these issues. In this paper, we sketch a general account of the duty to treat that arose in response to HIV. (...) Our purpose is not to defend or criticise this account, but to show that it needs to be developed in order to address three important issues. The first issue concerns how risks should be distributed among healthcare professionals. The second issue concerns the conflicts that arise between professional duties and family duties. The third issue concerns the forms of support that societies owe healthcare workers during epidemics. Our descriptions of these issues are drawn from our experience of the SARS epidemic in Taiwan. Christian physicians are in danger of losing the right of conscientious objection in situations they deem immoral. The erosion of this right is bolstered by the doctrine of "physician value neutrality" (PVN) which may be an impetus for the push to require physicians to refer for procedures they find immoral. It is only a small step from referral to compelling performance of these same procedures. If no one particular value is more morally correct than any other (a foundational PVN premise) (...) and a physician ought to be value neutral, than conscientious objection to morally objectionable actions becomes a thing of the past. However, the argument for PVN fails. Therefore, Christian physicians should state their values openly, which would allow patients the ability to choose like-minded physicians. Some possible responses to this erosion of conscientious objection include, disengagement from non-Christian institutions, the formation of distinctly Christian medical institutions and political action. However, for the Christian the initial focus should be on a life of holiness which requires each of us to avoid evil. (shrink)

Specializing to the context of the frame manual for Hilbert space, this inference leads to state dominance of the inferred state from partial measurements; this in turn, by Sakai's theorem, determines observables which are described by positive operator-valued measures. Symmetries are then introduced, showing that systems of covariance, rather than systems of imprimitivity, are natural objects to study in quantum mechanics. Experiments measuring different (...) polarization components simultaneously are reexamined in this language. 1. The most important aspect of touch is its relation to time and space, a relation which is established by the movement of touching itself. Referring to the ideas of E. Straus, the distinction between touching and being touched is elaborated in light of experiments done by us with animals. 2. Touching is: being in one's own limits and at the same time going beyond these limits, a situation in which the touched object is felt at the same time as (...) a "Gegenstand" and as "Mit-seiend." "Pour le tactile, c'est l'être à deux qui se place au premier rang" . The awareness of being by the sense of touch is particularly poignant in the case of touching oneself, which is an exceptional unity of the active and the passive state of mind. 3. The tactile recognition of form also presents a dialectic of activity and passivity, a dialectic which takes place in the form of a development which conquers time, and this after a scheme produced during the act of grasping itself. We refer to the studies of V. von Weizsäcker on the "Gestaltkreis." We must also remember the basic restlessness of the hand, which becomes lasting in the play of the hand with an object. 4. The hand can hold an object. In doing so a schematic tactile image is given, an image which functions as a hypothesis or as an organizing principle of the proleptic development of further tactile exploration. The phenomenological analysis of touch with the hand appears as a prefiguration of thought by synthetic judgments. Thus, it is true, as Herder remarked, and as Gold-stein and Merleau-Ponty confirmed, that perception by man and spiritual existence are identical. 5. Referring to the research of Révèsz and Palagyi, the real nature of the tactile world is anlyzed. Tactile exploration is done according to a real development, during which take place anticipatory and retrospective determinations which assure the continuity of the event and its meaning. Tactile perception permits description of the continuous unity of the discontinuous phases which we can state objectively "as if" expectation and memory, preliminary judgments and their checking, conceptual fixations and corrections had been put to work. 6. Important is the affective and emotional aspect of tactile impressions and their connection with inter-human relationships. 7. By touch, man establishes in a "feeling" way a personal relationship with the matter of things, which is hidden to the distance senses. This participation has a double aspect. It is like the birth of a "mood," of a "Befindlichkeit," but at the same time it is the active point of departure of a "feeling," of an "understanding," of an "inner grasp," of a being moved, of a being struck by the touched object which is then in our presence as a real "quale," as a material object, as a being in itself. We remember the proper nature of the caress, by which the "being together" of the caressed object complements that of the active caresser. The usual concepts by means of which, in practical and gnostic life, the most important tactile qualities are indicated intend to refer us to the characteristics of the things which take up space in the geometric world and in objectively measurable space, and on which is founded our natural orientation. We remember von Hornborstel's research on the intermodal characteristics of tactile impressions. These show us how a "knowledge" which accompanies perception can change an impression of feeling. The affective relationship, determined by a shaded "knowledge" and by a system of values, changes tangible reality, the substantiality of the body, of the "flesh." This affective change of matter, this "phenomenal transsubstantiation," easily becomes a reality in connection with objects of which we know that they belong or did belong to someone. The meaning which a thing has changes the matter of the object, an object which precisely by the touch is present "in the flesh." This is illustrated more precisely by the phenomena of fetishism, and by simple experiences of daily life. If we look for an anthropological point of view from which touch, of which the hand realizes the point of view will have to be attempted starting from the unimaginable certitude that the ontological unity of nature and spirit is in man the reality of a possible participation, a participation which, in our existence, is only indicated. The "restlessness" of the hand, never fulfilled and always searching, which we noted, is the human token of our concrete existence. Thus touch shows us what Valery remarked about the mind: "The mind is at the mercy of the body, as the blind are at the mercy of the seeing.". (shrink)

About the extent of the trouble and the suitability of the remedies that have been advanced, there have been some differences of opinion; everyone, however, has recognized that there is something amiss in the lines 984–6. Response to the Commentary on ‘The View from Within’ The numerous commentators to this Special Issue have greatly enhanced its focus and usefulness. We thank them all very sincerely for their efforts. Within the restricted space of this rejoinder we cannot respond in detail to all the issues raised. Instead, we shall concentrate first on some fundamental criticisms.The remaining additions and complementary ideas will only be touched on briefly, merely to see them in perspective. We shall start with our two (...) main critics of the global enterprise, Baars and Nixon. They both offer arguments that our enterprise is misguided, but their arguments fall on two opposite extremes: empirical and hermeneutical. (shrink)

Tick and tick-borne diseases, especially East Coast fever, caused byTheileria parva, are amongst the most important factors limiting cattle production in Eastern, Central, and Southern Africa. In the past, they have been controlled mainly by the use of acaricides to kill ticks. Immunization has been shown to be an effective alternative method of control of tick-borne diseases in limited field trials. A development program has been initiated to produce vaccines and implement immunization on a wide scale in the region in (...) a sustainable manner as part of an integrated tick and tickborne disease control program. The consequent reduction in cattle mortality is expected to have far-reaching benefits for the region. (shrink)

The issue of energy and its potential localizability in general relativity has challenged physicists for more than a century. Many non-invariant measures were proposed over the years but an invariant measure was never found. We discovered the invariant localized energy measure by expanding the domain of investigation from space to spacetime. We note from relativity that the finiteness of the velocity of propagation of interactions necessarily induces indefiniteness in measurements. This is because the elements of actual physical systems being measured (...) as well as their detectors are characterized by entire four-velocity fields, which necessarily leads to information from a measured system being processed by the detector in a spread of time. General relativity adds additional indefiniteness because of the variation in proper time between elements. The uncertainty is encapsulated in a generalized uncertainty principle, in parallel with that of Heisenberg, which incorporates the localized contribution of gravity to energy. This naturally leads to a generalized uncertainty principle for momentum as well. These generalized forms and the gravitational contribution to localized energy would be expected to be of particular importance in the regimes of ultra-strong gravitational fields. We contrast our invariant spacetime energy measure with the standard 3-space energy measure which is familiar from special relativity, appreciating why general relativity demands a measure in spacetime as opposed to 3-space. We illustrate the misconceptions by certain authors of our approach. (shrink)

Since the publication of our article on Thucydides and the Plague of Athens, Dr Heinrich von Staden of Yale University has kindly drawn our attention to a paper by Eby and Evjen suggesting that the Plague was glanders. We do not think that this diagnosis can possibly be correct, though there are undoubtedly some points in its favour. The authors have argued their case as persuasively as possible, and the proposal has sufficient merit to deserve a serious reply.

DrinkwaterThe extant works of ausonius contain a small but intriguing number of references to military activity on the Rhine in which he himself appears to have been closely involved. In perhaps the best known of these (Mosella 420–24), he declares that the Moselle has seen the “united triumphs of father and son”—that is, of the ruling western Augusti, Valentinian I and Gratian—which they have (...) won by defeating enemies beyond the River Neckar and the former Roman city of Lupodunum (normally written Lopodunum, the modern Ladenburg), and the source of the Danube: Nicrum super et Lupodunum / et fontem Latiis ignotum annalibus Histri (425/4). However, Ausonius also devotes two of his epigrams to the same topic. In one (Epig. 3/28 [Green/Peiper]), he depicts the Danube, at its source, hailing the Augusti, again “father and son,” and anticipating with pleasure its announcing to their colleague in the East, Valentinian’s brother, Valens, the destruction of the “Suebians” and the fact that the Rhine is no longer the frontier of Gaul. In the other (Epig. 4/31), Ausonius’ Danube rejoices that, though its head was once concealed in lands remote, it now flows for its entire length under Valentinian’s sway. In the preface to his Griphus (line 14 Green) and in the introduction to his Cento Nuptialis (line 48 Green) Ausonius makes passing allusion to the time when he was on “active service” (expeditione; quia sub imperatore meo tum merui). We may conclude this short catalogue with others of his better-known works, the “Bissula poems,” in which he sings the praises of his “Suebian girl,” his “pet,” taken as a spoil of war beyond the Rhine, at the source of the Danube (17.1.3-4/9.1.3-4).All such references are generally assumed to derive from a single action, the campaign of 368 in which, according to Ammianus Marcellinus, both Valentinian and Gratian (and, presumably, the latter’s entourage, including Ausonius) campaigned over the Rhine against the Alamanni. 1 The terminus post quem of the composition of all the works [End Page 443] concerned is, therefore, 368. As far as completion and publication are concerned, most attention has been given to his Mosella, where two internal references have been interpreted as indicating a date late in 370 or in 371: as Green has recently put it, “in or close to 371.” 2But neither of these dates is as solidly founded as they may seem. The precise details of the 368 fighting are unclear. In discussing questions of free will, Soviet philosophers fail to distinguish conditions from causes. This makes them unable to understand the very opponents they like to criticize.

The article recently published in this journal by Dr B A Rix, a member of the Danish Council of Ethics (DCE), was heavily criticised by Dr David Lamb and Mr Christopher Pallis in subsequent commentaries. The editorial column by Professor Raanan Gillon also criticised the position put forward by Rix. In this article I contend that the definition of death put forward by Pallis and Lamb suffers certain philosophical shortcomings, that the position put forward by Rix deserves fuller consideration, and (...) that Rix is not to be dismissed easily. Recent articles in Religious Studies have underscored the questions of whether Buddhism presents any empirical doctrines, and whether, if it does, such doctrines are false or vacuous. In what follows I want to sketch an interpretation of Buddhism according to which it does not offer doctrines which are empirically false, on the one hand, or trivially true on the other. In doing so I take my cue from an earlier, and by now classic, paper by H. H. Price. For the (...) exposition of Buddhism I take the Pali Nikāyas, the single most significant collection of texts in the Buddhist tradition. The particular doctrine which is the focus of discussion here is the kammavāda or ‘karma view’ of early Indian Buddhism, for it is the focus of much of the recent literature cited above and a doctrine which some have thought amenable to statement in empirical terms. The Epistles of the Brethren of Purity' is an encyclopedic compendium, probably composed in tenth-century Iraq by a society of adepts with Platonic, Pythagorean, and Shi'i tendencies. Its 52 sections ('epistles') are divided into four parts (Mathematics, Natural Philosophy, Sciences of the Soul and Intellect, and Theology). The current volume provides an edition, translation, and notes to Epistle 3 ('On Astronomia'), which forms one of the 14 sections on Mathematics. The content is a mixture of elementary astronomy and astrology, but (...) it is not a beginner's textbook. Rather, the purpose is to use examples from those disciplines to provide spiritual, moral, and soteriological guidance. Thus the Epistle uses the argument from design to show the necessity for a Creator who made the harmonious universe; this wondrous design is then employed by the authors as a model, providing humans with a paradigm for proper ethical, political, and even economic conduct; and the study of Astronomia helps the soul achieve ultimate happiness as it seeks to throw off the shackles of this mundane world and oppressive body in favour of the purity of the celestial realm.0Although by no means typical of Islamic astronomical literature, Epistle 3 of the Brethren of Purity gives a window into a fascinating and intriguing group operating during the early period of Islam who sought to continue and adopt one of the esoteric strands of Hellenistic philosophy within an Islamic context, meshing astronomy, astrology, Platonic-Pythagorean philosophy, Quranic and Biblical quotations, and anecdotes from the lives of the Abrahamic prophets.
